No budget shall be submitted by the Governor that encompasses less than a full fiscal year.

Each appropriations bill and budget implementation bill for the coming fiscal year must be posted on the Governor's Office of Management and Budget's website at least 10 business days before the bill moves to third reading in the second chamber of the General Assembly.

Within 60 days of enactment into law, the Governor's Office of Management and Budget must publish the complete state budget to its website in comma-separated value (.csv), Excel (.xcl), or comparable format.

The bill amends the State Budget Law of the Civil Administrative Code of Illinois, renumbering Section 38.1 as Section 50-10 and adding Section 50-35 regarding online budget publication requirements.

The Act takes effect upon becoming law.
