Amends Section 12C-35 of the Criminal Code of 2012 to add an exemption for tattoo removal from minors who are trafficking victims or current/former street gang members.

Allows tattoo removal for minors under 18 who are victims of trafficking (Section 10-9) or are or have been street gang members, if performed at a registered establishment by authorized operators or employees.

Requires the tattoo removal to be performed in an establishment registered with the Department of Public Health under the Tattoo and Body Piercing Establishment Registration Act.

Maintains existing prohibitions that persons (other than licensed physicians) cannot tattoo minors under 18 or permit them on tattooing premises without parental/guardian accompaniment, with limited exceptions.

Takes effect upon becoming law.
