Amends the Freedom of Information Act to require state and local criminal justice agencies to furnish arrest and criminal history information within 72 hours of arrest, including the arrestee's identity, charges, time and location of arrest, arresting agency, and bail or bond information if incarcerated.

Makes criminal history records public documents subject to inspection and copying, including court records and records available under state or local law, except as restricted by specified exemptions.

Allows withholding of arrest report details (time, location, investigating agency, custody information) only if disclosure would interfere with pending law enforcement proceedings, endanger law enforcement or correctional personnel, or compromise correctional facility security.

Adds new exemption for law enforcement records created for law enforcement purposes in shared electronic record management systems when the receiving agency did not create the record and had no role in the events documented.

Establishes exemption for law enforcement and court records of juveniles charged with county or municipal ordinance violations.
