Reduces the Illinois Public Safety Agency Network (IPSAN) Board of Directors from 14 voting members to 6 voting members, with 3 appointed by the Illinois Sheriffs' Association and 3 by the Illinois Association of Chiefs of Police.

Changes board member terms from staggered 4-year and 2-year terms to one-year terms at the pleasure of the appointing Association, with eligibility for re-appointment.

Allows the Director of Corrections, Director of Illinois Emergency Management Agency, Director of Illinois State Police, Cook County Sheriff, and Chicago Police Superintendent (or their designees) to be invited as non-voting ex officio members, rather than automatically serving in that capacity.

Adds the Executive Director as a non-voting ex officio board member and clarifies that retired chiefs of police or sheriffs may receive reimbursement for services provided to IPSAN.

Grants IPSAN authority to purchase or lease real or personal property through contracts with installment payments over periods not to exceed 25 years, and to solicit federal and State grants for public safety communications enhancements and interoperability promotion.
