Creates Blue Star Banner license plates for Illinois residents with an immediate family member actively serving in the United States Armed Forces, including spouse, parent, sibling, or child.

Plates may be issued to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing no more than 8,000 pounds.

Design, color, and format of plates are at the discretion of the Secretary of State, and may be issued as vanity or personalized plates.

Plates are not required to include the "Land of Lincoln" designation and expire according to the staggered multi-year procedure established under Section 3-414.1 of the Illinois Vehicle Code.

Secretary of State may approve and prescribe stickers or decals for the plates as provided under Section 3-412 of the Illinois Vehicle Code.
