Creates the Illinois Primary Care Workforce Investment Fund as a special fund in the state treasury to provide clinical training opportunities for individuals seeking licensure as advanced practice nurses (APNs).

Fund moneys shall be used to provide monetary assistance to hospitals, nursing schools, community health centers, and other licensed healthcare facilities for employing clinical preceptors qualified to supervise APN students.

Finances the fund with proceeds from two sources: civil penalties (up to $150) imposed on medical cannabis cardholders who fail to notify the Department of Public Health of required changes, and a 7% tax on cultivation centers' medical cannabis sales per ounce.

Amends the Compassionate Use of Medical Cannabis Pilot Program Act to redirect specified penalty and tax revenues away from the Compassionate Use of Medical Cannabis Fund to the new Primary Care Workforce Investment Fund.

Adds Section 5.855 to the State Finance Act to establish the fund as a protected special fund in state treasury.
