Amends Section 6-113 of the Illinois Vehicle Code regarding restricted licenses and permits for drivers using non-standard vision aids

Authorizes the Secretary of State to issue a 12-month special restricted license allowing operation during nighttime hours for individuals using vision aid arrangements other than standard eyeglasses or contact lenses

Requires applicants to have 12 months of daylight driving experience with vision aids, no at-fault nighttime accidents in the past 12 months, and successful completion of a nighttime road test

Establishes a new 6-month special restricted training permit allowing operation between sunset and 10:00 p.m. for vision aid users, provided they are accompanied by a licensed driver without nighttime restrictions

Allows drivers to request a hearing to contest suspension of nighttime driving privileges if an at-fault accident was not influenced by their use of vision aid arrangements
