Amends the Recreational Trails of Illinois Act to allow off-highway vehicles to operate on land owned by the vehicle's owner without requiring an Off-Highway Vehicle Usage Stamp, regardless of whether the owner permanently resides on that land.

Amends the Illinois Vehicle Code to permit all-terrain vehicles, off-highway motorcycles, and recreational off-highway vehicles to operate on county and township roadways for any purpose if they meet insurance requirements and safety conditions.

Prohibits non-highway vehicles from making direct crossings on tollroads, interstate highways, or controlled access highways, but allows crossings at intersections with other roadways if the operator stops, yields to traffic, and meets angle and visibility requirements.

Requires non-highway vehicles operating on roadways to have minimum safety equipment including brakes, steering, lights, mirrors, reflectors, and slow-moving emblems; headlights and taillights must be illuminated during operation.

Takes effect immediately upon becoming law; operators must have valid driver's licenses and maintain mandatory motor vehicle insurance or alternative farm/non-highway vehicle insurance with minimum coverage amounts.
