Requires the Chicago Transit Board, Suburban Bus Board, and Commuter Rail Board to obtain approval from the Regional Transportation Authority Board before entering into or amending any employment contracts, effective after the bill's enactment.

Amends the Open Meetings Act to add a new exception allowing public bodies to hold closed meetings when discussing approval of employment contracts between the Regional Transportation Authority Board and its Service Boards.

Applies only to employment contracts entered into or amended on or after the effective date of this amendatory Act of the 98th General Assembly.

Grandfathers existing employment contracts, as the provisions do not apply retroactively to contracts signed before the bill's effective date.
