Amends Illinois Vehicle Code Section 11-501 to add a new prohibition against driving with a controlled substance in breath, blood, or urine in excess of the prescribed amount listed in a person's prescription.

Creates a new subsection (a)(7) making it illegal to drive while any amount of a prescribed controlled substance exceeds the amount specified in the person's prescription.

Applies to controlled substances listed in the Illinois Controlled Substances Act and does not apply to lawfully consumed medical cannabis by qualifying patients with valid registry cards, unless impaired.

Violation is classified as a Class A misdemeanor with escalating penalties for repeat offenses, consistent with existing DUI offense penalties.

Does not exempt individuals legally entitled to use controlled substances; legal prescription use is not a defense if the amount in the person's system exceeds the prescribed dosage.
