Requires all alcohol servers in Cook County to complete responsible alcohol service training through a certified BASSET (Beverage Alcohol Sellers and Servers Education and Training) program by July 1, 2015, or within 120 days of employment, whichever is later.

Defines "alcohol servers" as persons who sell or serve alcoholic beverages or check identification, with exceptions for product samplers, volunteers at charitable events, and instructors on beverage dispensing systems.

Establishes training standards requiring courses to cover topics in 77 Ill. Adm. Code 3500.155, be available in English and Spanish, include testing, and be accessible 24/7 for certificate verification by law enforcement and employers.

Requires training certificates to be valid for 3 years and accepted statewide for all server license requirements; certificates belong to the server and are transferable between employers but not to other individuals.

Provides education and notification period from July 1, 2015 through December 31, 2015 before full enforcement begins; does not apply to special event retailers.
