• Amends the Illinois Adoption Act to modify procedures for the Illinois Adoption Registry and Medical Information Exchange, including changes to Registry operations, forms, and access to original birth certificates

• Extends driver's license renewal notices about adoption registry access through November 30, 2020 (previously scheduled to end November 30, 2014)

• Expands who may request non-certified copies of original birth certificates to include adult grandchildren of deceased adopted or surrendered persons, and allows birth parents to request copies beginning January 1, 2015

• Consolidates the Adoption Registry Advisory Council and Confidential Intermediary Advisory Council into a single Adoption Registry-Confidential Intermediary Advisory Council and removes "Children Remembered, Inc." from the list of represented organizations

• Modifies confidential intermediary petition procedures to expand eligibility categories and clarifies disclosure rules for identifying information, medical information, and non-identifying information based on the relationship of the petitioner to the adopted person
