Amends the Illinois Public Aid Code Section 5C-3 regarding developmentally disabled care provider assessments.

Allows providers to request an extension of payment due dates if the State has failed to reimburse them for services rendered, requiring payment within 30 days of receiving reimbursement from the Department of Healthcare and Family Services.

Prohibits the Illinois Department from denying a payment delay request if the provider has not been paid for services provided during the quarter in which the assessment is levied.

Maintains existing penalty provisions: providers who fail to pay installments when due face a penalty equal to the lesser of 5% monthly accumulation or 100% of the unpaid amount, unless waived for reasonable cause.

Effective immediately upon becoming law.
