Prohibits the 5 state-funded retirement systems from entering into new contracts or extending/renewing existing contracts that use system funds to compensate contract lobbyists.

Applies the prohibition to the following pension systems: General Assembly Retirement System (Article 2), Judges Retirement System (Article 14), State Employees Retirement System (Article 15), State Universities Retirement System (Article 16), and Teachers Retirement System (Article 18).

Amends existing sections of the Illinois Pension Code (40 ILCS 5/2-138, 14-135.09, 15-169, and 18-145) and creates a new section (16-180.1) to include the contract lobbyist restriction.

Takes effect immediately upon becoming law.
