Amends the Children's Advocacy Centers Act to expand focus from child sexual abuse to comprehensive child maltreatment, including physical abuse, sexual abuse, exploitation, and neglect.

Requires each county or group of counties to establish a Child Advocacy Advisory Board with representatives from law enforcement, Department of Children and Family Services, State's Attorney, and the Children's Advocacy Center.

Establishes detailed definitions and standards for accredited Children's Advocacy Centers (CACs), including requirements for multidisciplinary teams, forensic interviews, trauma-informed facilities, and coordinated response protocols.

Mandates CACs include specific components such as on-site forensic interviews, medical and mental health services, case tracking systems, specialized training, and court preparation services for child victims.

Replaces references to the Illinois Child Advocacy Commission with the Children's Advocacy Centers of Illinois (CACI), a state chapter of the National Children's Alliance responsible for accreditation oversight and technical assistance.
