Deletes the prohibition on construction of new nuclear power plants in Illinois that required federal approval of high-level nuclear waste disposal technology or specific legislative authorization before any new nuclear plant could be built.

Removes the definition of "high level nuclear waste" from the Public Utilities Act.

Amends Section 8-406 of the Public Utilities Act to eliminate language preventing the Illinois Commerce Commission from issuing certificates of public convenience and necessity for nuclear power plant construction.

Makes the amendments effective immediately upon enactment.
