• Appropriates $44,104,600 from the Education Assistance Fund to the Board of Trustees of Eastern Illinois University for fiscal year ending June 30, 2015, comprised of $42,004,600 for personal services, $1,300,000 for contractual services, $500,000 for equipment, and $300,000 for telecommunications services.

• Personal services appropriation includes payment for university personnel costs incurred during the fiscal year and salaries accrued but unpaid to academic personnel for the 2014-2015 academic year.

• Appropriates $21,000 from the State College and University Trust Fund to Eastern Illinois University for scholarship grant awards in accordance with Public Act 91-0083.

• Takes effect July 1, 2014.
