Appropriates $4,123,500 from the Traffic and Criminal Conviction Surcharge Fund for Law Enforcement Training Standards Board operations, including personnel services ($1,987,300), retirement contributions ($815,200), Social Security ($153,800), group insurance ($621,000), and other operational expenses.

Appropriates $100,000 from the Police Training Board Services Fund for law enforcement training services under the Law Enforcement Intern Training Act.

Appropriates $450,000 from the Death Certificate Surcharge Fund for death investigation services under the Vital Records Act.

Appropriates $1,000,000 from the Law Enforcement Camera Grant Fund for grants to local government units for installing video cameras in law enforcement vehicles and training officers in camera operation.

Appropriates $12,000,000 from the Traffic and Criminal Conviction Surcharge Fund for grants-in-aid to reimburse training and training services in accordance with statutory provisions.

Act takes effect July 1, 2014.
