Appropriates $8,100,000 from the Bank Services Trust Fund for payments to financial institutions for banking services

Appropriates $3,223,722,408 from the General Obligation Bond Retirement and Interest Fund for principal and interest payments on state bonds, $1,000,000 for arbitrage rebate payments to the U.S. government, and $500,000 from the Charitable Trust Stabilization Fund for administrative costs and grants to public and private entities
