Appropriates $8,149,100 from the Horse Racing Fund to the Illinois Racing Board for ordinary and contingent expenses, including personnel services ($1,168,200), employee retirement contributions ($494,600), group insurance ($391,000), and contractual services ($185,200)

Allocates $1,675,000 for Laboratory Program expenses and $3,574,400 for Regulation of Racing Program expenses

Appropriates $384,000 for distribution to local governments for admissions tax

Provides an additional $47,500 from the Horse Racing Fund for costs related to a Government Services Shared Services Center

Takes effect July 1, 2014
