• Appropriates fiscal year 2015 funds to the Office of the Secretary of State for ordinary, contingent, and distributive expenses across three main operational groups: Executive, General Administrative, and Motor Vehicle

• Establishes appropriations for library services totaling approximately $40 million including grants to library systems, public libraries, school libraries, and blind/physically handicapped services from General Revenue and Live and Learn Funds

• Provides targeted appropriations from specialized funds for specific initiatives including securities fraud awareness ($1.5 million), motor vehicle license plates ($14.4 million), driver services ($3.6 million), and grants to various charitable and civic organizations
