Appropriates $1,226,680,300 from the State Lottery Fund to the Department of the Lottery for ordinary and contingent expenses, including Multi-State Lottery games operations.

Allocates $1,000,000,000 for payment of prizes to lottery ticket holders and promotional or incentive prizes associated with lottery ticket sales.

Provides $192,800,000 for expenses of developing and promoting lottery games.

Includes $11,836,500 for personal services, $5,011,500 for state retirement contributions, $4,025,000 for group insurance, and $6,185,300 for contractual services.

Appropriates an additional $269,200 from the State Lottery Fund for costs and expenses related to a Government Services shared services center, effective July 1, 2014.
