Appropriates $11.721 million from the General Revenue Fund to the State Board of Elections for ordinary and contingent expenses across multiple departments including The Board, Administration, Elections, General Counsel, Campaign Disclosure, and Information Technology.

Appropriates $5.842 million from the Personal Property Tax Replacement Fund for reimbursement to counties for increased compensation to election judges and officials, plus lump sum awards to county clerks and recorders.

Reappropriates $11 million from the Help Illinois Vote Fund for distribution to local election authorities under the Help America Vote Act, implementation of the Statewide Voter Registration System, and administrative costs and grants.

Allocates $4.13 million within the Elections budget for FY 2014 reimbursement and assistance to local election jurisdictions for Illinois Voter Registration System (IVRS) maintenance and support.

Takes effect July 1, 2014.
