Designates the Grand Avenue Overpass over Interstate 94 in Gurnee as the "Allen J. Lynch Congressional Medal of Honor Overpass"

Honors Allen J. Lynch, born October 28, 1945 in Chicago, who received the Medal of Honor for heroic actions on December 15, 1967 in Vietnam while serving as a specialist four in Company D, 1st Battalion, 12th Cavalry Regiment

Recognizes Lynch's actions during a firefight near Binh Dinh Province when he rescued three wounded soldiers under intense enemy fire and defended them for several hours

Directs the Illinois Department of Transportation to erect plaques or signs at suitable locations along the overpass identifying it by its new name, consistent with state and federal regulations

Requires copies of the resolution be presented to Lynch, his family, the Village of Gurnee, Lake County Board, Lake County Veterans Assistance Commission, and the Illinois Department of Transportation
