Authorizes the Illinois State Toll Highway Authority to expand the toll highway system under the Elgin-O'Hare Western Access (EOWA) project.

Establishes construction of an O'Hare Airport Bypass along the western edge of O'Hare between I-90 (Northwest Tollway) near Elmhurst Road and I-294 (Tri-State Tollway) near Grand Avenue.

Authorizes construction of an Extension in an East-West direction between the Bypass and the western terminus of the Elgin-O'Hare Expressway at U.S. 20, including necessary access ramps and bridges.

Requires the Toll Highway Authority to utilize available technology and construction processes to reduce environmental impact and facilitate future freight inter-modal transport, rail transit, bicycle, and pedestrian modes.

Directs the Toll Highway Authority to complete the project in a manner supporting diversity involvement and regional economic development.
