Establishes the Teacher Recruiting and Retention Task Force to study the impact of Tier 2 pension benefits on school districts' ability to recruit and retain public school teachers in Illinois.

Tier 2 members are public employees hired on or after January 1, 2011, and public school teachers do not receive Social Security, making pension benefits a critical recruitment factor.

Task Force composition includes 2 House members appointed by the Speaker (one as co-chair), 2 House members appointed by the Minority Leader, 2 Senate members appointed by the President (one as co-chair), 2 Senate members appointed by the Senate Minority Leader, and 2 members appointed by the Governor.

Co-chairs shall appoint 2 members from a statewide school alliance and 2 members from separate unions representing public school teachers statewide to the Task Force.

State Board of Education must provide necessary support to the Task Force, which shall report its findings to the Governor and General Assembly by January 1, 2014.
