Creates a Task Force on Charter School Funding to examine charter school funding issues, including comparative analysis of funding practices across the United States and current provisions in Illinois' Charter Schools Law.

Task Force to specifically review the provision allowing school districts to provide charter school funding in the range of 75% to 125% of the district's per capita tuition charge and the effects of State-authorized charter schools on students and home school district budgets.

Task Force consists of 24 members appointed by legislative leaders, the Governor, State Superintendent, and State Charter School Commission, representing educators, charter school operators, teachers' unions, business groups, and education advocacy organizations.

Members serve without compensation; State Charter School Commission provides administrative support; Task Force shall elect its own chairperson.

Task Force must issue a report with recommendations on changes to State laws regarding charter school funding by January 15, 2014, and shall dissolve upon issuance of the report.
