Expresses support for development of an East-West passenger rail corridor in Illinois running from Moline/Rock Island through Galesburg, Peoria, Bloomington-Normal, and Champaign-Urbana to Danville using existing railroad lines

Corridor would improve access to nearly a dozen universities and community colleges plus multiple private colleges across the state

Would reduce highway congestion, improve air quality, enhance worker mobility, and provide economic development benefits

Would provide citizens better access to the Chicago-to-St. Louis high-speed railroad corridor and connect all three existing North-South railroad corridors

Directs presentation of resolution to the Secretary of the Illinois Department of Transportation
