Urges the Illinois Department of Natural Resources to amend Part 3700 of Title 17 of the Illinois Administrative Code regarding levee and floodwall construction for consideration by the Joint Committee on Administrative Rules

Calls for adjusting the upper regulatory limit for worst-case flood analysis to the 0.2% annual chance of exceedance (500-year frequency flood) for levees and floodwalls

Requests creation of uniform technical policies with federal agencies (U.S. Army Corps of Engineers and FEMA) and other state and local regulatory bodies to minimize conflicting requirements

Directs establishment of timely standards for responding to permit applications with clear identification of required submissions to demonstrate compliance with administrative rules
