Reaffirms the Illinois House of Representatives' commitment to protect and defend the Tenth Amendment to the U.S. Constitution, which reserves powers not delegated to the federal government to the states or the people.

Acknowledges that the Tenth Amendment was part of the original Bill of Rights, proposed on September 25, 1789, ratified by three-fourths of the states, and became effective on December 15, 1791.

States that the Tenth Amendment limits federal power and establishes that the federal government was created by the states to serve as their agent, rather than the states serving as agents of the federal government.

Directs that copies of the resolution be delivered to the President of the United States, the President pro tempore of the U.S. Senate, the Speaker of the U.S. House of Representatives, and each member of the Illinois congressional delegation.
