Urges Congress to enact the National Right-to-Carry Reciprocity Act, which would allow persons with valid state-issued concealed firearm permits to carry concealed firearms in any other state that permits concealed carry.

Notes the act passed the U.S. House of Representatives in 2011 with a vote of 272-154 and has been reintroduced in the U.S. Senate, with support from Attorneys General of 22 states and Guam.

States that all states except Illinois either issue concealed carry permits or authorize law-abiding people to carry firearms outside the home for self-defense.

Cites experiences from states recognizing out-of-state concealed carry permits, finding no unusual problems and successful permit authentication by law enforcement.

Opposes the Illinois Attorney General's letter to U.S. Senate leadership opposing the reciprocity act and directs copies of the resolution be sent to the Illinois Attorney General and members of the Illinois congressional delegation.
