Urges the Governor's Office to form a Working Group to improve Illinois business and trade exchanges with Cuba.

Recognizes that Illinois business, cultural, and government organizations have made exploratory visits to Cuba and concluded the Cuban embargo is counterproductive.

States that Illinois and Cubans have both been harmed by the current embargo policy.

Directs the Working Group to coordinate efforts among State, regional, and national organizations to promote a new and more effective policy between Illinois and Cuba.

Requires delivery of suitable copies of the resolution to the Governor.
