Urges Congress and the President to upgrade Captain William L. Albracht's Silver Star to the Medal of Honor for his actions at Firebase Kate during October 28 - November 2, 1969.

Recognizes Albracht's leadership as senior commander at Firebase Kate in South Vietnam, where he defended the fortified position against approximately 5,000 North Vietnamese Army troops who held a 40-to-1 numerical advantage.

Details Albracht's heroism during the siege, including planning and executing an escape on November 1, 1969, crossing an exposed field three times to ensure all his soldiers safely reached the extraction point.

Notes Albracht has received 3 Silver Stars, 3 Purple Hearts, 5 Bronze Stars (3 for valor), 2 Air Medals (1 for valor), and an Army Commendation Medal for valor, but has been denied the Medal of Honor.

Directs distribution of the resolution to the President, Speaker and Minority Leader of the U.S. House of Representatives, and Majority and Minority Leaders of the U.S. Senate.
