Urges Congress to develop the 2013 Farm Bill with strong protections and strengthening of federal food and nutrition programs, particularly Title IV.

Opposes any cuts to federal food and nutrition safety net funding through the annual federal budget process or other measures.

Rejects state policy changes that would limit access to or add undue burdens on families facing food insecurity in the administration of federal nutrition programs.

Notes that 1,932,580 Illinois residents (1 in 7) experience food insecurity, including 684,960 children (1 in 5), with 2 million residents enrolled in SNAP.

Directs copies of the resolution be sent to Illinois congressional delegation, the President of the United States, and the U.S. Secretary of Agriculture.
