Recognizes Capt. William Albracht's heroic actions as senior ground commander at Firebase Kate in South Vietnam during a siege by approximately 5,000 North Vietnamese Army troops from October 28 to November 1, 1969.

Documents Capt. Albracht's leadership during the NVA assault despite being outnumbered 40 to 1, his wounding on October 29, and his development of an escape-and-evasion plan that successfully evacuated his troops to a safe position 3 miles away.

Notes Capt. Albracht received 3 Silver Stars, 3 Purple Hearts, 5 Bronze Stars (3 for valor), 2 Air Medals (1 for valor), and 1 Army Commendation Medal for valor, but was not awarded the Medal of Honor.

Urges Congress, the Department of the Army, and the Department of Defense to review Capt. Albracht's actions and consider upgrading one of his Silver Stars to the Medal of Honor if warranted.

Directs that copies of the resolution be sent to the President, Speaker and Minority Leader of the U.S. House of Representatives, and Majority and Minority Leaders of the U.S. Senate.
