Expresses concern that sprinkler mandates would impose unfunded burdens on small businesses (defined as fewer than 50 employees or less than $4 million in gross annual sales) and first-time homebuyers, affecting housing market prices and supply.

Urges the State Fire Marshal to pursue increased fire-safety sprinkler utilization through the statutory legislative process rather than administrative rulemaking.

Directs that copies of the resolution be delivered to the Illinois State Fire Marshal and the Governor.
