Endorses and encourages the use of the Illinois Snapshot of Early Literacy (ISEL) assessment by Illinois schools and the 21 additional states in the PARCC consortium.

Recognizes ISEL as a research-based, valid, and reliable literacy assessment developed in 2000 by Illinois institutions of higher education, teachers, and administrators to identify students needing additional reading support in kindergarten through grade 2.

Notes that ISEL is owned by the State Board of Education, provided to Illinois schools free of charge in paper form, and can be administered at substantially lower cost per student than other commercial technology-based assessments.

Encourages the Illinois State Board of Education (ISBE) to make ISEL available to other PARCC consortium states so their students and teachers can benefit from this Illinois-developed assessment tool.

Directs that copies of the resolution be delivered to the Chairperson of the State Board of Education and the PARCC governing board.
