Recognizes that approximately 22 veterans commit suicide daily and that many veterans experience PTSD and severe mental illnesses upon returning to civilian life.

Urges the Department of Healthcare and Family Services to develop a basic protocol for making medications available to veterans suffering from PTSD, schizophrenia, schizophrenia disorder, and bipolar disorders.

Requires the House Veterans' Affairs Committee chair and minority spokesman to monitor protocol development and submit periodic reports to the House, Governor's Office, Department of Healthcare and Family Services, and Department of Veterans' Affairs.

Establishes a reporting deadline of March 1, 2014 for progress updates on the medication protocol.
