Affirms Illinois's commitment to sister-city and sister-state relationships with Taiwan and supports Taiwan's entry into the Trans-Pacific Partnership (TPP).

Endorses a bilateral investment agreement between Taiwan and the United States and welcomes U.S.-Taiwan trade talks to strengthen economic ties with Illinois.

Supports Taiwan's participation in international organizations, specifically the United Nations Framework Convention on Climate Change (UNFCCC), to address climate change and natural disaster response.

Recognizes Taiwan as the world's 17th-largest economy and an important trading partner, with 2012 bilateral U.S.-Taiwan trade valued at $63 billion and Illinois exports to Taiwan worth $952 million.

Directs copies of the resolution be sent to U.S. Secretary of State John F. Kerry, UNFCCC Executive Secretary Christiana Figueres, and the Taipei Economic and Cultural Office in Chicago.
