Creates the Task Force on Veterans' Suicide to investigate causes and prevention of suicides among returning Illinois veterans, citing that veteran suicide rates were more than twice the civilian rate between 2005-2011 and comprise 17.72% of all Illinois suicide deaths.

Task Force consists of 8 members: Speaker of the House (chair), House Minority Leader, Senate President, Senate Minority Leader, and representatives from the Departments of Veterans' Affairs, Military Affairs, Public Health, and Human Services.

Department of Veterans' Affairs provides administrative and support services to the Task Force.

Task Force shall meet periodically at the chair's discretion to investigate suicide issues among Illinois veterans and develop recommendations.

Task Force must submit a report with findings and legislative recommendations to the Illinois House of Representatives and Senate by January 1, 2015.
