Urges the Federal Railroad Administration, Norfolk Southern Railroad, Illinois Department of Transportation, Illinois Commerce Commission, City of Centralia, City of Wamac, and Village of Central City to work together to eliminate safety hazards from at-grade railroad crossings on the south side of Centralia, including crossings at U.S. Route 51 for both northbound and southbound traffic.

Identifies that trains blocking the crossings cause vehicle delays of up to 40 minutes, which delay emergency responders and extend their response times.

Notes that delays in emergency response could be life-threatening during accidents or medical emergencies.

Directs that copies of the resolution be sent to specified federal, state, and local officials including the FRA Administrator, Norfolk Southern Railroad President, Illinois Secretary of Transportation, Illinois Commerce Commission Chairman, and mayors of the three affected municipalities.
