Emily Bell retired from her position as Human Resources Director of the City of Bloomington after nearly 35 years of service, during which she established and developed the city's Human Resources Department.

Bell began her career in 1979 in a secretarial position and later obtained a Business Administration degree from Illinois State University to advance to Human Resources Director, overseeing Equal Employment Opportunity, workforce recruitment, training, and policy development.

Bell maintained her Certified Professional designation from the International Personnel Management Association and served on multiple professional boards including the Bloomington-Normal Human Resource Council and the National Public Employer Labor Relations Association.

Bell received community recognition including the YWCA McLean County Harriett F. Rust Women of Distinction Community Service Award and the Illinois Heart and Lung Foundation Spirit of Success Award, and served on numerous community boards supporting youth, women, and families.

The House of Representatives congratulates Emily Bell on her retirement and presents her with a suitable copy of the resolution as a symbol of esteem and respect.
