Honors Richard G. "Dick" Rawlings of Jacksonville, who died on July 25, 2014, expressing the Illinois House of Representatives' condolences to his family and community.

Recognizes Rawlings' service as a civil engineer and land surveyor for over 35 years, including his presidency of the Illinois Professional Land Surveyors Association and receipt of the A. "Pat" Patterson Illinois Land Surveyor of the Year Award in 1999.

Acknowledges his extensive volunteer work and community leadership, including service as chairman of Corridor 67 Inc., Morgan County Commissioner (two terms starting in 2006), and board member for multiple regional organizations.

Commends his military service with an honorable discharge from the United States Army in October 1969 and his participation in the Combined Veterans Ceremonial Team providing graveside military honors.

Notes he is survived by his wife of 38 years (Diane Johnson), two children, three grandchildren, and other family members.
