Creates the Homeless Veterans Shelter Act to establish licensing, inspection, and registration standards for halfway houses, shelters, and transitional housing programs serving homeless veterans.

Requires homeless veterans performing services to be compensated at current prevailing wage rates and mandates that training or education programs for homeless veterans be licensed and certified by the State of Illinois.

Establishes annual inspection requirements by local health, fire, and building departments for all facilities housing homeless veterans, and requires mental health service providers to be supervised and inspected by local community mental health boards.

Requires shelters providing labor or employment placement services to register or license in accordance with the Day and Temporary Labor Services Act and the Private Employment Agency Act.

Sets program standards for shelters operated by local and non-profit entities, including safe building conditions, quality services, appropriate referrals, and cooperation with private agencies; allows employed homeless veterans to be charged reasonable minimum rent to cover room and utilities.
