Protects the Motor Fuel Tax Fund, State Construction Account Fund, Public Transportation Fund, Downstate Public Transportation Fund, Regional Transportation Authority Occupation and Use Tax Replacement Fund, and Road Fund from sweeps, administrative charges, chargebacks, or other fiscal maneuvers that would transfer money to other state funds unless previously authorized by law.

Prohibits Road Fund moneys from being appropriated to the Department of Central Management Services except for group insurance premiums of personnel whose total compensation is paid from the Road Fund.

Eliminates language allowing the Public Transportation Fund to appropriate moneys to the Office of the Executive Inspector General, instead allowing that office to submit invoices to the Regional Transportation Authority for costs incurred while serving as inspector general.

Prevents circumvention of these protections through governmental reorganization or other methods.

Takes effect immediately upon enactment.
