Amends the Mental Health and Developmental Disabilities Administrative Act to remove the requirement for the Department to form a medical advisory panel of 5 physicians to provide advice on patient care in integrated delivery systems

Maintains the Department's requirement to develop an integrated system for delivering State-funded and State-operated services to persons with mental illness by June 30, 1994

Requires the Department to enter into cooperative arrangements with the Department of Public Aid, Department of Rehabilitation Services, Department of Public Health, and other appropriate entities to administer State programs for community care facilities serving persons with mental illness

Transfers responsibilities of the Department of Mental Health and Developmental Disabilities and Department of Rehabilitation Services to the Department of Human Services under cooperative arrangements existing on July 1, 1997

Takes effect upon becoming law
