Amends Section 109-1 of the Code of Criminal Procedure regarding procedures for arrested persons brought before a judge

Allows charges to be filed via two-way closed circuit television, except that bail denial hearings must be conducted in person

Judge must inform defendant of charges, advise of right to counsel, appoint public defender if indigent, schedule preliminary hearing where appropriate, and admit to bail per Article 110

Adds requirement that judge may order confiscation of passport or impose travel restrictions on defendants arrested for first degree murder or violent crimes as defined in the Rights of Crime Victims and Witnesses Act if necessary to ensure appearance and compliance with release conditions

Clarifies that court may issue orders of protection under Article 112A of the Code of Criminal Procedure
