Board of Trustees composition changes from all Governor-appointed to a mixed appointment system where 9 trustees are appointed jointly by the Governor and the Board of Directors of the University of Illinois Alumni Association, with student trustees from each campus.

Alumni Association gains appointment power for successive trustees whose terms expire in 2015, 2017, and 2019, with specific allocations: 2 of 3 trustees expiring in 2015, 2 of 3 expiring in 2017, and 1 of 3 expiring in 2019.

Alumni Association appointments must follow bylaws that allow public nominations, do not require applicants to be alumni, and limit trustees to a maximum of 2 consecutive full terms.

Student trustees elected by campus-wide election must maintain Illinois residency, a 2.5 grade point average, and full-time enrollment status; failure to meet these requirements results in automatic termination.
