Establishes a State Rehabilitation Council within the Department of Human Services to comply with federal requirements (34 CFR 361.16) and advise on the Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990.

Council membership restructured to include 13 enumerated categories: parent training center representative, Client Assistance Program representative, vocational rehabilitation counselor, community rehabilitation provider, four business/industry/labor representatives, two to five disability advocacy representatives, vocational rehabilitation service applicant/recipient, education representative, Workforce Investment Board representative, State Board of Education representative, and three ex officio members.

Requires a majority of Council members to be individuals with disabilities, with at least one senior citizen age 60 or older and at least one member age 18-25; majority of members cannot be Department employees.

Members serve 3-year terms with a limit of 2 consecutive terms in the same enumerated category; the Governor may delegate appointing authority to the Council by executive order.

Council must meet at least 4 times annually with 9 members constituting a quorum; members receive reimbursement for expenses and reasonable compensation for forfeited wages when engaging in approved Council duties.
