Amended Illinois School Code Section 21-14 to establish procedures for teacher certificate renewal and reinstatement of lapsed certificates.

Lapsed certificates may be immediately reinstated upon payment of all back fees owed plus either a $500 penalty or completion of 9 semester hours of coursework in the educator's endorsement area.

Until September 1, 2012, certificates lapsed solely for failure to pay registration fees could be reinstated by paying only the back fees without penalty or coursework requirement.

Back fees and penalty amounts must be deposited into the Teacher Certificate Fee Revolving Fund and managed in accordance with Sections 3-12 and 21-16 of the School Code.

Established detailed requirements for Standard Teaching Certificate renewal every 5 years, including options to complete advanced degrees, coursework, National Board certification, or earn 120 continuing professional development units.
